Cutting plan from 24 weeks to 21 (asking for a friend)

The Half Distance Triathlon low volume plan is 8 weeks base, 8 weeks build, and 8 weeks specialty. If I only had 21 weeks available before starting the plan would it be better to start at week 4 of the base plan or cut the specialty plan by 3 weeks?

Taking into account that I already had a good swimming, cycling and running base already.


Short version is “cut the specialty plan, but incorporate a taper at the end”.
