What type of TR Plan would build the most leg muscle

I am currently using TR to stay in shape and follow a structured training plan. I am not training for a particular race or anything but I am curious to know which type of trainer road plan would build the most leg muscle.

I know that having a dedicated leg day would build muscle but curios to see if a particular type of plan would add on muscle as well.

It’s an endurance sport so it won’t be like a weight lifter.

Track cyclists / sprinters are said to build lots of leg muscle. Time trialists too ?

My own experience is that my legs get pretty muscular, especially from sweet spot, but never that big.
