Several weeks of no training: start from scratch?

I have had to travel internationally for a family emergency, and during those three weeks I couldn’t train for various reasons. Now that I am back, my lovely three-year-old shared her flu with me, and it looks like I’ll spend another two weeks off the bike. I am not sure whether I’ll be able and willing to race this year, so would it be better to scrap my training plan and start from scratch?

Different situation, but similar time off from training.
