Recovery weeks - reduce intensity vs reduce volume?

I’ve got a recovery week scheduled this week but am in the middle of a packed CX season. I’ve actually got a race on Sunday. I’m curious why recovery weeks are always low intensity instead of reducing volume but keeping some intensity, especially in a race season.

Seems like a week of endurance rides isn’t ideal in the middle of a CX season?
