It relates to the following Discourse forum tool:
It seems to be intended to deescalate topics that can get heated and have very fast comment replies. Sort of a mandatory cooling off type of thing as far as I can tell.

I agree this is a great idea.
Also this means I won’t get to eat as much popcorn because people wouldn’t be irrational and crazy.

I’ve seen three of these topics pop up recently and I don’t even see that those topics got out of hand … at all.
Maybe posts were deleted? Someone has an itchy trigger finger these days?

I will let @ZackeryWeimer cover this in detail since he is in charge, but I am pretty sure some pruning has taken place, which is related to the reason that the posting delay was employed.
