How to follow outdoor workout terminology

So if I have a workout described as 3 sets of 3’ at 320watts with a 3’ easy rest interval and 6’ easy between sets, am I supposed to have 9’ easy between each set? I think so because the 3’ rest intervals are surely part of your set

Right?

Sometimes I just click on do inside and look at the indoor workout version and it helps me understand what I’m supposed to get done
