Garmin 1030 and Target Pwr

So after a couple failed attempts, I kinda got my outside workout on my Garmin 1030.

I followed the recommended screen, but my target pwr panel just showed —

Is there something else I need to be doing? Also, is there a good primer on how to use it? One time I hit the lap button too early and was sent into the next interval.
