I have noticed that TrainNow will recommend workouts with different levels in the desktop app compared to the mobile app, on the same day.
This morning the android app was recommending either Spencer (VO2 Max 4.9) or San Joaquain -2 (Anaerobic 4.8)
The macOS desktop app recommended Katahdin +1 (VO2 Max 5.2) or Orange Butte (Anaerobic 5.2).
If you refresh the recommendations, it will just bounce between those two workouts in the respective apps.
Has anyone else noticed this discrepancy, and why would there be a difference between the two?
That is normal and expected behavior. Considering the 5k+ workouts in the library, there can be more the one possible option that TrainNow sees as functional in your current state. There is no single perfect workout in any situation, unless there is a limited range in the zones & durations of interest which is sometimes the case.

Then why does the android app only suggest Spencer and San Joaquin? It doesn’t offer 100s of different options, it only suggests those two, no matter how many times I click refresh. While the desktop app will only suggest the other two, which are at a higher level.
