Well the answer is YES! 
. With the new Stages Cycling App, you can connect your TR account to Stages Cycling and outdoor workouts appear in the app, and on your Stages Dash device. Confirmed to work for me on my Dash M50 unit. Successfully ridden a TR workout today and the completed workout uploaded to TR, and I got the progression level credits I deserved

There is even a “Push to Stages” button on the TR website when the link between Stages Cycling and TR is established.
