I have a 115cm / 45 inch chest. Our club switched to Pactimo about two years ago. The XXL (2XL) Pactimo jerseys fit me. For reference I just bought a winter jacket on sale from Assos and went with TIR so I could layer for cold days.
I think a lot of it depends on how tight you want your jerseys but I have a ~42-43in chest and I wear a medium in almost every jersey I’ve ever gotten (Pactimo, Cutaway, Rapha, a couple others). But at the same time they are pretty fitted/aero, which is what I prefer. I have some older Rapha stuff in larges that are a more casual fit.

That’s true. I find that the waist dimension is better correlated to the correct size for me than the chest size. Especially for stretchier jerseys. For jackets, wind vests, etc I go up a size or so because the fabrics are less forgiving.
Also, Pactimo has a pretty good return policy and when I had to use it they were quick to respond to my request and get me sorted out.
Yes, I agree that waist size matters. Our club had a day where we tried on the gear before purchasing club branded stuff. A race cut Voler in XL fits me, but in Pactimo I need an 2XL. Eventually I will lose the extra weight on the waist and I’m sure future Pactimo club jerseys will need to be XL.
order everything one size smaller so its forces you to lose weight
I’m with you. I’m a XXL or XXXL in a lot of cycling brands.
With Peal Izumi stuff, their sizing seems more normal. I’m an XL in their most recent jackets/jerseys and an XXL in their bibs/shorts.

For a bike computer. The 1030 is slower and outdated. The cost is about equal with the price drop but I’d still opt for the 830.
