I have to stand still for a month (or more) due to an abdominal hernia operation, is it normal for the AT to schedule these workouts for the first week back on the bike?

That depends on the training plan you applied to your calendar prior to this point, and the current phase you have in place.
It also depends on the total time off you applied to your calendar with respect to potential “decay” of your Progression Levels. Even though TR allows the use of the “Injury” annotation, it is not “smart” enough to know that you are potentially coming back from minor to major issues.
You have to take some control and potentially do more manual adjustments when returning from a major illness, injury, surgery an such. Without diving into specific recommendations, coming back easier is usually the “safe” option and one recommended that I have seen.
So, you may not want to just take the plan as-is since it is not necessarily as informed as you are with respect to your current condition.
This was what I had planned to do, but I don’t know what to do with the workouts I had scheduled. Do I replace them with the lighter workouts I plan to do?
Edit: my account is now open if that helps
Ignoring the current plan, what are you planning for actual workouts you will do?
Getting back in shape before surgery and a couple of XCM races in September.
OK, that is a basic training goal. I took your prior statement to indicate you might have some specific workouts in mind, not a broad goal.
Without more specificity, I would generally point to at least one option using Alternates, and picking lower level “Achievable” workouts that seem within your grasp.
But that will still have you working in training zones (like Threshold & VO2 Max) that could be inappropriate for your present state. So take that for what it is but certainly consider where you actually should be for training regardless of your goal.
The “check with your doctor…” statement is necessary here, so you should check with them to know what they say is important or safe for you at this time. None of us nor TR know that info and should be ignored as needed in light of what the doc says.
What you say seems logical and makes sense. I will try it this way, thank you very much!
