Triathlon Olympic Training Plan - Send run workout to Garmin Fenix

Is there a way to push the running workout in above training plan to a Garmin Device in the same way that outside workouts can be pushed to Garmin device for Cycling.

Not unless you program the workout in connect.garmin.com or put it on trainingpeaks
