No, the TR logic for fatigue more closely matches traditional measures for form or stress balance (called different things in different systems). Those things are a function of ramp rate (how quickly you are adding training stress). Someone with a CTL of 130 could be looking at nothing but green days because they have gradually built to to that volume of training stress while someone with a CTL of 60 could be looking at yellow and red if they ramped up stress too quickly.
