On my gravel bike I have wheels with 28mm internal width(with hook). I’m wondering if I could use 35mm road tire on those rims or I would need to get 38mm or even 40mm ?

A good pairing is when the rim internal width is roughly 60–75% of the tire’s measured width.
If you want a road like tire on that wheelset go 38 mm minimum, and 40 mm is the safer, more standard choice.
A 35 mm might physically fit, but I wouldn’t choose it unless you can verify it’s approved for a 28 mm internal rim.
I recon he will be fine. I have put 30mm tires on 25mm rims. So a 32 on a 28 should be fine. As long as its hooked.
