OK Chad. You win on the key issue. Marijuana is not a narcotic.
It’s just a drug that impairs your ability to ride a bike. Which I’m not going to debate with anyone because the evidence is overwhelming. It’s also illegal to ride a bike under the influence in almost all jurisdictions. Not to mention it being incredibly stupid.

P.S. I don’t mind anyone smoking. It’s the same as alcohol to me.
