As the title suggests, I am dealing with a (double) fracture in my left elbow. Has anyone else had this before and how long does it take before I can ride/race my bike outside again? How did rehab go?

What is your doctor telling you?
Only told me I can ride indoors as long as I am in a plaster.
I was being a bit facetious but there’s truth in what I’m saying about listening to the doctors who have your X-Rays and in depth knowledge of your injury. So many factors can affect how quickly you return to riding. How bad the break, your age, your diet, etc.
I went through a broken collarbone this summer and probably read every thread about it on every cycling forum. It was so varied person to person there really wasn’t much anyone could say that will give you a better picture than your doctor could.
As an aside, could’ve been placebo but I did take Doctor’s Best Calcium supplement and healed super fast. Worth the shot for $20 IMO.
Def follow the advice of your doc, but: Most doctors tend to be pretty conservative in having patients resume activities. Docs that identify as sports medicine doctors understand the importance of returning to activities so have patients return to being active sooner. I had that experience with a couple of injuries. I got opinions from several orthopedic docs. The typical doc wanted 8 (or more) weeks off. The sports med ortho doc had me start as soon as I felt OK to do so, with a few caveats. That turned out to be 10 days.
