Discrepancy between workout instructions and workout target numbers on Lion Rock

I’m doing the medium volume base build plan and today I did the Lion Rock workout that seemed quite easy. The instruction to the workout said 15 seconds for the start of the interval all out but in the chart with the figures to hit it was just 150% of ftp which is way lower than all out for 15 seconds. Which is it, all out for 15 seconds or 150% of ftp?
