I’d just follow what it says in that doc. Don’t think about whether you could have re-done the entire workout, but just the last interval. I see what you’re saying here, where moderate says “an additional set of intervals” and hard says “an additional interval,” but just consider the last interval. I think what’s described as a “set of intervals” refers to something like over/under workouts where the last set of intervals includes all of the overs and unders, rather than just the last interva…

Start from there and read the following posts. I think I posted 3 times that this definition goes against all my senses…but whatever… I’m over that debate. I just stay consistent with my rating using the complete 1-5 scale and it works.
