I wish they would just bring it all together, makes a lot of sense, the model looks good. I also understand some states reluctance to do so though, since they have money in the bank, and the new system doesnt.

Not to derail the thread… ahh stuff it, but the biggest argument against it is that CA would use the money from states to cover for budget deficit.
In any case, it’s been tried before and it didn’t work last time either.
