Yes I think that is more correct than how you were saying it before. The only thing that we are still somewhat undecided on is “…then train just below that”. He might in fact recommend just above it, or as I have speculated “right at it” (with the obvious caveat that we’re not talking ERG mode or anything like that…so as close to the target as you could get on an outdoor ride).
It is also possible that it’s not that important to be that precise. Little over, little under, bit of the in-between. These parts are debatable. And then there is sryke’s question earlier about minimum effective dose. How much and how often do I do this stuff?
