10s power takes your power measurements from the last 10 seconds and averages them all together so every time a new power reading is made it kicks the oldest reading out of the calculation and enters the new one. It helps to eliminate the jumpiness of your pedal stroke and give you a more accurate idea of your actual power output. Some power meters give more consistent readings than others so for some instantaneous or 3s power might bounce around too much to be useful.
