New Ironman bike rules and Specialized Shiv TT

Ironman released some new rules related to bike hydration setups. It seems unclear to me. Would this Pro Sworks Shiv still be legal with the rear hydration setup?

They talk about this on Slowtwitch

“Your frame hydration is limited to a total capacity of two liters. Crucially, though, you are not allowed to then have rear hydration carriers. (Update: World Triathlon has provided clarity that this part of the ruleset is specific to rear internal hydration systems, such as that on the Specialized Shiv, and not all internal hydration carriers.)”

I believe this means that the FuelCell is classified as frame and internal hydration but you are not able to put anything behind it or further.

Important to note: Ironman has not adopted these rules for age groupers yet, they’re only in effect for pros at this time.
