I included the source/study with my comment, do you believe this or the word of some athlete who was caught? Professional sports are extremely dirty (for example 9 of the top 10 100m runners in history have been caught for doping in some capacity, but somehow the by far fastest person didn’t need any drugs to destroy his doped up competition).
Testing is extremely poor at catching people (for example it would be possible to synthesize a new PED, but be unknown to USADA or WADA and go completely undetected in all testing). Even for known drugs like HGH there was a case where an MMA fighter admitted to using, and when they went back to look at his samples they couldn’t even detect any anomalies. Testing is also very very expensive, so an athlete can use PED’s for a complete off-season then wean them off for when they compete while retaining the majority of the advantages. Believe what you will, but just because other countries don’t have state sponsored programs doesn’t mean athletes don’t take it upon themselves to dope.
