Passadumkeag - 70% FTP is Tempo?

The description of this workout says it begins with Tempo intervals between 60-70% FTP. Can that range be considered tempo? Is the description just wrong or are the intervals possibly set too easy?


Passadumkeag begins with 3x5-minute Tempo intervals between 60-70% FTP that each conclude with a 10-second sprint between 180-200% FTP.

Off in description and also way off in sweetspot progress level (as is the case with similar workouts such as Roan High and Mount Major)
