I see under “time coasting” included is zero miles per hour. I don’t like to pause my Garmin because it will turn off if I sit too long and if I need to get back on my bike in a hurry I sometimes I forget to un-pause it. So is there anyway to eliminate coasting at zero mph?

Why not use auto-pause on your garmin?
You can probably change it, but for some reason despite it being on in the general settings Garmin toggles it off during a work out as default

because when mountainbiking on ridiculously steep climbs and on tight switchbacks it will auto pause. (its annoying)
