Best numbers in the middle of build phase then decline starts

This is my 3rd full year using TR. I always do low volume plans (SSB1&2 - SPB - CRR) and add Z2 outdoor rides or do the prescribed workout outside. Every year I am in peak form in the middle of my build phase. After that (especially during Specialty) my power numbers start declining and I start feeling weaker. Should I change something in future plans? Add more base or build? Any insights?

Iā€™m not an expert but I have found that adding more rest days in the Build phase is important for me. Otherwise I just start to run myself down. I have more rest days, and advance the recovery week if needed.
